A man has been arrested on suspicion of terror offences after a car crashed into a number of cyclists and pedestrians before striking security barriers outside the Houses of Parliament in London, law enforcement officials have announced.
Armed police rushed to the scene just moments after a silver Ford Fiesta collided with the bollards at around 7.40AM Tuesday morning. The suspect, who is believed to be in his late twenties, is purportedly unknown to intelligence services, and is reportedly being uncooperative with officers.
Head of counter terrorism at Scotland Yard, Neil Basu, said;
"Given that this appears to be a deliberate act, the method and this being an iconic site, we are treating it as a terrorist incident."
He further claimed that there was "no intelligence at this time of further danger" to the UK or London.
The suspect, who was the only person in the vehicle, has not yet been formally identified and is being held at a south London police station, while the vehicle is purportedly currently being searched.
No weapons were recovered from the scene of the incident.
Three people were treated for their injuries - two of whom were taken to hospital - according to the London ambulance services. St Thomas' hospital has confirmed that it was treating one patient whose injuries were not considered life-threatening.
A witness, Ewalina Ochab, has said "The car drove at speed and towards the barriers. I was walking on the other side [of the road]. I heard some noise and someone screamed," while Melanie Spindler, a tourist from Germany who was in the area with her husband and two children, added "We tried to go to Westminster pier for a trip down the Thames. We arrived just now and realised the area was closed. This [reported terror incidents] is the reality now. We are not concerned at this stage."
"The car did not appear to have a front registration plate when it crashed," she continued. "I turned around and I saw a silver car driving very fast close to the railings, maybe even on the pavement. The person driving did not go out of the vehicle."
A number of eyewitnesses have corroborated that the silver Ford Fiesta, which was travelling westbound, appeared to deliberately hit pedestrians as it swerved into the opposite lane.
The incident echoes the Westminster Bridge attack of March 2017, wherein Khalid Masood ploughed a vehicle into crowds on Westminster Bridge, killing four people, before stabbing and fatally wounding unarmed police officer, Keith Palmer.
This attack prompted the extension of steel and concrete barriers surrounding the Houses of Parliament.
The government has announced that it will be holding a meeting of its emergency Cobra committee at 2PM on Tuesday.

A car has reportedly driven into a crowd of people in Los Angeles, with five people in critical condition and multiple others injured.
As reported by Sky News, the Los Angeles Fire Department reported the incident took place at Santa Monica Boulevard, near Hollywood.
Distressing footage from the site captures a damaged grey car partially mounted on the sidewalk, surrounded by injured pedestrians, as seen by the Sun.
There are currently at least 20 people reported to be injured, with first responders on the scene.
Early reports indicate that between four and five people are in a critical condition, eight to 10 are in a serious condition, and 10 to 15 people are in a "fair" condition.
As reported by the Mirror, victims were seen running away from the vehicle and attempting to get back into a nightclub that had recently closed.
The Sun further reported that LA Fire Department captain Adam Van Gerpen said: "Apparently there was a vehicle which had somebody that lost consciousness inside the vehicle and drove into a taco cart and then ultimately ran into a large number of people that were outside a club in East Hollywood."
A witness who was inside the nightclub told NBC News he heard a "loud bang."
"We look out the club, and it’s a car into the hole right there. And then it's crazy, because people everywhere, laying down, unconscious, people, bleeding out and stuff," he said.
There are reports that one individual is being treated for gunshot wounds.
This is a breaking news story, more to follow...

People in London witnessed a chaotic scene this morning, as two riderless horses, one appearing to be covered in blood, stampeded through the streets.
Riderless military horses tore through the city streets on Wednesday morning (April 24), leaving four people injured.
Eyewitnesses reported that several horses broke loose during the army's scheduled exercise in the heart of the city, per Sky News.
Two of the horses, one of them seemingly injured and covered in blood, were spotted galloping without riders near Aldwych, while images and videos of the scene flooded social media platforms.
The London Ambulance Service (LAS) confirmed that four individuals were hospitalized following three separate incidents in various locations across central London, including Buckingham Palace Road, Belgrave Square, and the junction of Chancery Lane and Fleet Street.
According to LAS, one incident on Buckingham Palace Road involved a person being thrown from a horse, prompting an immediate response from emergency medical teams.
Elsewhere, a taxi driver found his vehicle's windows shattered after a startled horse collided with his car outside the Clermont Hotel.
Meanwhile, a parked double-decker tour bus was hit as a horse crashed into it, shattering the windscreen.
Describing the chaotic scene, Roland, an eyewitness and worker for the tour bus company Toot Bus, recounted the frenzy to Sky News, saying: "I saw horses come from the bus station in front of Victoria run around in a frenzy. People were running around to avoid them."
An army spokesperson confirmed that a "number of military working horses" had escaped during the morning's routine exercises but assured that all the horses had been safely recovered and returned to camp.
However, both military personnel and horses sustained injuries during the incident and were receiving medical attention.
City of London police responded to the unfolding crisis, with reports indicating that two loose horses were captured near Limehouse. These horses were later transported in an army horsebox for veterinary care.
By 10:30AM, the Metropolitan Police confirmed that all the horses had been accounted for, though the collaboration with the army continued.
In response to the incidents, LAS provided details of their responses, including treating and transporting injured individuals to hospitals from each location affected by the runaway horses.
As the shocking footage circulated online, some people have taken the horses to be a bad omen for humanity, claiming that it's a sign of the apocalypse.
"I see the horses of the apocalypse were doing a test run in London today. Hope it went well," one person wrote on X.
A second added: "Not to get too mad, but one of the horses was covered in blood. This is very end of times vibes guys. The red horse of the apocalypse and all that."
A third person said: "Terrible for the poor horses. Also a cut and dried sign of apocalypse."
It should be noted that the sign of the apocalypse is four horsemen, so at this point, we're two horses and four riders short - but that hasn't stopped people from speculating.
We wish those injured, including the horses, all the best as they recover.

A terrible incident unfolded in the early hours of the morning in Los Angeles after a car drove into a crowd of people.
The incident occurred shortly before 2:00AM PT, outside a nightclub on Santa Monica Boulevard, per the Mirror.
Located in East Hollywood, the crash site lies on Santa Monica Boulevard at the Vermont Avenue intersection.
The boulevard stretches over 14 miles through Los Angeles, connecting West Hollywood to the iconic Santa Monica Pier.
Amid the accident chaos, reports emerged of gunshot wounds among the injured. Capt. Adam Van Gerpen, LAFD’s public information officer, told NBC News: “Apparently, there was a vehicle that had somebody who lost consciousness. We have reports that there was a gunshot wound in one of the patients.”
Eyewitnesses confirmed hearing loud bangs amid the commotion. One club patron told NBC: “We look out the club, and it’s a car into the hole right there. And then it’s crazy, because people everywhere, laying down, unconscious, people, bleeding out and stuff.”
Police have not confirmed whether the gunshot wounds occurred before or after the crash.
At the time of writing, Sky News reports that three people are in a critical condition, while six others are in a serious condition, and 19 are in a "fair" condition.
No fatalities have been confirmed, but panic and chaos ensued as emergency crews and clubgoers rushed to assist the wounded.
In total, 124 fire personnel were dispatched to the scene to provide immediate care and triage.
With the driver reportedly losing consciousness before the crash, the LAPD’s Central Traffic Division, led by Sgt. Travis Ward, has launched a comprehensive investigation.
He cautioned it is still too early to determine whether the incident was intentional: “This is under police investigation… This will be a large investigation with the LAPD.”
Victims were waiting in line at a taco cart and valet stand for entry into the nightclub when tragedy struck.
LAFD Capt. Van Gerpen said: “They were all standing in line going into a nightclub. There was a taco cart out there…waiting to go in. And there’s also a valet line there… then a large number of people were impacted by the vehicle.”
He confirmed first responders saw the taco truck and valet podium “taken out” by the car before it plowed into the crowd.
A small grey car has been pictured at the scene. It is in a state beyond repair.
Our thoughts are with those impacted by this incident.
