Grand Theft Auto 6 is still in "early development" seven years after the release of Grand Theft Auto 5, according to a new report from video gaming blog and website Kokatu.
Kokatu reported on an email that was reportedly sent out to staff at Rockstar by Jennifer Kolbe, a top executive at the company. The email discussed a number of changes that the company has seen in terms of its processes, policies and work environment.
Per Kokatu, Kolbe wrote in the email: "In these last several months we have undertaken a lot of work across every area of the company, looking at our processes to determine what works and what doesn't, what we are great at and what we could improve.

A developer at Rockstar told Kokatu: "The changes have been good enough for me to stay and give them a chance, but let's see what happens down the road when the pressures of delivering a final product become reality."
"We hope that the majority of you have felt some of these positive changes already and those that haven't soon will."
Kokatu reached out to a number of people who either still work at Rockstar or left within the last 12 months. They informed the publication:
"One plan that management has laid out for the next game, a new entry in the Grand Theft Auto series, is to start out with a moderately sized release (which, by Rockstar’s standards, would still be a large game) that is then expanded with regular updates over time, which may help mitigate stress and crunch."
That "new entry in the Grand Theft Auto series" is - you guessed it - Grand Theft Auto 6.
[[instagramwidget||https://www.instagram.com/p/B9XVxZdgSd0/]]
But the catch is that the game is still "early in development".
Kokatu continued: "When production ramps up and the game gets closer to launching, will overtime come with it? Will Rockstar’s employees then face the pressure of months of crunch in order to finish all of the ambitious work it takes to make a Rockstar game?"
Many gamers weren't too happy that the latest entry in the Grand Theft Auto series - that they have been waiting a whole seven years for - is only in "early" development:

E3 is only a month away now, meaning we've got just four weeks until a deluge of new gaming news hits the internet. That usually means a lot of new trailers, teasers, hands-on experiences with upcoming games, and announcements of further-off releases that are just starting up on their production.
Rockstar games have only just released the monumentally huge and detailed Red Dead Redemption 2, but it looks as if we may be seeing a sequel to one of their other series in the future. According to a rumour starting up on Reddit, they could be announcing a sixth Grand Theft Auto game or a sequel to Bully at E3 2019.
Here's the trailer for Red Dead Redemption 2:
[[jwplayerwidget||https://content.jwplatform.com/videos/3sjKjJJ3-dkXnENEs.mp4||3sjKjJJ3]]
The rumour spread online once one Redditor claimed to have access to a leaked announcement that would "blindside" fans of both series. The user, who goes by username 'ThirdeyeReddit', claims to be an employee of Take-Two - Rockstar's parent company.
While they don't have any material to prove their claims, they wrote that their team was asked to create a landing page for an unannounced game. They didn't specify what it could be, but both Bully and GTA are due for production to start on another game, with both having dedicated fanbases.
The other possibility could be that Red Dead Redemption 2 could be coming to the PC, as it is currently only available on PS4 and XBox One. However, this doesn't exactly match up with the user's idea of a significant announcement, so hopefully it's an entirely new project that's underway.
Either way, we'll find out exactly what Rockstar are up to at E3, which will be happening between Tuesday 11 June and Thursday 13 June.

The first trailer for Grand Theft Auto VI has officially landed - and it's already stirring up quite a storm with fans.
The new trailer has given fans a glimpse of what to expect from GTA VI ahead of its release in 2025 (sorry, there's still a while to go before the game itself actually drops...)
The graphics appear to be pretty incredible and strikingly realistic, and players look set to be treated to a familiar cast of larger-than-life characters.
And while many people are excited to get the sixth instalment of the popular franchise fairly soon, some people are less than keen after having seen trailer one, and are already calling for it to be banned.
Of course, anyone who's familiar with the GTA franchise knows to expect violence and adult themes, but it appears some were still shocked that the trailer included footage of a strip club as well as a woman twerking in a bikini on top of a car.
Those who were offended by the imagery took to Twitter to share their thoughts, writing: "We need to ban GTA 6. In a world of OnlyFans and rampant p*rn, this game is going to make young peoples mental health much worse!"
Others added: "We need to ban GTA 6!!! Video games are for children, it is disgusting and disappointing seeing what kind of things Rockstar are showing to our kids," and: "WE MUST BAN GTA 6! This content is NOT safe for children and should be banned!!"
The outrage was such that the hashtag #BanGTA6 ended up trending on Twitter (now known as X), despite the game not actually being marketed at children.
Its predecessor, GTA V, was rated M for Mature, meaning it was suitable for ages 17 and up in the US, and over 18s everywhere else.
Many fans of the series also took to Twitter to defend it from those calling for it to be banned, writing: "Everyone who is like "We need to ban GTA VI, kids should not be seeing this" lets me quickly remind you of the ESRB rating of past GTA's. M for Mature means it is rated for ages 17 and up. Last time I checked kids are not 17+ so I guess we are all good, aren't we?"
Others added: "After a decade of anticipation, these people want to ban GTA 6 for having strippers in it. bruh," and: "If you're really trying to ban GTA think again GTA been around since 1997 to now GTA has nothing to do with religion or politics and another thing Gta was never a kids game so plz shut the f**k and happy holidays everyone."
It's definitely not the first time the GTA franchise has faced backlash, as it has previously been criticized for being too violent.
The first installment was released in 1997, with other versions following in one- to five-year intervals, except for GTA VI, which has had the longest wait.
GTA V was released in 2013, meaning fans will have had a 12-year wait for GTA VI once it's released in 2025.

Following on from the exciting news that cross-platform play is now available on PlayStation 4, one of the most popular games in existence, Red Dead Redemption 2, is being released for PC.
The news was broken today by gaming giant Rockstar, following the same format of Grand Theft Auto, which was initially available for a console-only period before eventually being released for PC.
If you haven't seen it yet, this is the official trailer for Red Dead Redemption 2:
[[jwplayerwidget||https://content.jwplatform.com/videos/3sjKjJJ3-YXhMkIor.mp4||3sjKjJJ3]]
The studio has committed to a November 5 release date of the PC version of Red Dead Redemption.
Those who preorder through the Rockstar Games Launcher, which will be available from October 5, will also have access to special bonuses. So if it's a game you've eagerly been waiting to play in this format, it's a good idea to get in on the action early.
While only time will tell how it compares to its console counterparts, hopefully, the PC version of the game won't lose the spec on the graphics players have come to love about Red Dead Redemption 2.
But Rockstar did say that there would be graphical and technical improvements.
According to Rockstar, the PC version of the wild western game will contain "new bounty hunting missions, gang hideouts, weapons, and more."
It will also be interesting to see how players modify the game, as they have done with GTA, which, although not officially supported by Rockstar, has created some interesting experiences with, for example, the addition of Iron Man.
Needless to say, the news was met with much excitement on social media.
Twitter user Danny Kovner wrote: "Aww Yeah! #RedDeadRedemption2 is coming to the PC!"
"Can't wait to see the crazy mods" added @AtsumiWarrior.
Rockstar is scheduled to provide more details about the release next week.

Rockstar Games is a developer that has never shied away from controversy, and yet their titles have always been record-breaking sellers, and overwhelmingly popular with gamers. Red Dead Redemption and Grand Theft Auto are just some of the franchises that have helped put the Scottish company on the map, but one of their lesser-known games could now be getting a sequel.
We can't stress this enough: the details on this are sparse, and the source for this information is as-yet unconfirmed. But despite this, a supposed leak from inside Rockstar is claiming that the high-school-set sandbox game, Bully, could be getting a sequel, to be released in October of 2020.
[[twitterwidget||https://twitter.com/ultminatozakii/status/1158878967950131205]]
The gossip began when the popular Swedish gaming YouTuber, SWEGTA, shared a video on Sunday. Gaming site, Complex, reports that SWEGTA claims to have received a message from a contact within Rockstar Games, who claims that Bully 2 is going to hit the shelves in October or November next year, apparently to coincide with the release of the next-gen PlayStation and Xbox consoles, as well as Xbox One and PlayStation 4.
The YouTuber also pointed out a Bully-related Easter egg which had appeared after a recent update to the massive multiplayer title, GTA Online. One work of art which appeared after the update was titled 'Canis Canem Edit' - the motto of the school in which the original Bully game was set, as well as the school's crest.
[[twitterwidget||https://twitter.com/obeyjavonta_7/status/1158891746190868482]]
In his video, SWEGTA stated: "The motive for this is purely financial, just like with GTA V on the Playstation 3, Playstation 4, Xbox 360 and Xbox One."
The original game title provoked a lot of debate and outrage when it was first released back in 2006, with many critics and moral guardians accusing it of glorifying bullying in schools (despite the fact that the main character, admittedly a delinquent, specifically targets bullies in order to enact revenge). Only time will tell what kind of reception the sequel receives.
