President Joe Biden has seemingly made another gaffe while outlining his executive order following the SCOTUS' Roe v. Wade ruling.

As reported by Insider, the 79-year-old president delivered an address on Friday from the White House as he prepared to sign an executive order to safeguard abortion access after the Roe v. Wade overturning last month. Biden's measures will aim to enhance patient privacy rights and strengthen an individual's access to abortion medication and emergency birth control.

However, despite the importance of the address, many viewers were left scratching their heads after the POTUS appeared to read out the instructions on the teleprompter - which included "end of quote" and "read line again".

Biden says: "It is noteworthy that the percentage of women who register to vote and cast a ballot is consistently higher than the percentage of the men who do so. End of quote. Repeat the line... Women are not without electoral [...] or political power."

You can watch the moment below:

Biden certainly caught a lot of flack for the moment on social media, with billionaire Elon Musk even tweeting: "Whoever controls the teleprompter is the real President!"

The Tesla CEO also included a couple of screenshots from the movie Anchorman from a scene where news anchor Ron Burgandy reads whatever is written on the teleprompter.

After Republican strategist Greg Price also shared a video of the moment, along with the caption: "Joe Biden accidentally reads the part on the teleprompter that says "repeat the line" when they wanted him to say the line again lmfao". Price also included another Anchorman meme to poke fun at Biden.

However, White House Assistant Press Secretary Emilie Simons was quick to defend the president, telling Price: "No. [Biden] said, 'let me repeat that line.'"

In fact, the official White House transcript for the address states that Biden's words were:

"Let me repeat the line: 'Women are not without electoral…' and/or political — 'or' — let me be precise; not 'and/or' — '…or political power.'"

The moment comes less than a month after Biden accidentally showed reporters a list of very specific instructions during a meeting between wind executives at the White House.

The note was essentially a "cheat sheet" that The New York Post reports was written by Biden's staff that detailed instructions telling him exactly when to sit down, when to say hello, and how long to speak for.

A snap of the document was taken by a photographer after Biden inadvertently held it up backward, with the title reading: 'Offshore Wind Drop-By Sequence of Events'. The note then continues to address Biden as "YOU" in capital letters.

The following instructions tell Biden clearly: "YOU enter the Roosevelt Room and say hello to participants."

It then tells him: "YOU take YOUR seat."According to the president's official instructions, after reporters arrive he is to speak - but only for a limited time. "YOU give brief comments (2 minutes)," the note reads.

And there was the moment last summer when reporters picked up on the awkward moment when an aide had to step in and let him know he had something on his face.

The President was in a meeting with governors and officials when he received a handwritten note. When he picked it up to read, he held the note backward, unintentionally displaying the message his aide had been secretly trying to send him to photographers. "Sir, there is something on your chin," the embarrassing note read, per The New York Post.
