It has been over two weeks since Joe Biden was projected* by news outlets all over the world to become the 46th president of the United States.
However, despite receiving congratulations from world leaders such as British Prime Minister Boris Johnson and Canadian Prime Minister Justin Trudeau, there is one world leader who is still refusing to acknowledge Biden as the overall winner.
As reported by Bloomberg, Russian President Vladimir Putin has said that he will save his congratulations until a winner has been determined "in a legitimate, legal way".
Speaking on Russian state television on Sunday (November 22), Putin said:
"We will work with anyone who has the confidence of the American people.
"But that confidence can only be given to a candidate whose victory has been recognized by the opposing party, or after the results are confirmed in a legitimate, legal way."
Shortly after Biden was projected to win the election on November 7, a spokesperson for the Russian President said that Putin is refusing to congratulate Biden following his projected victory in the election.
Per The Independent, Dmitry Peskov - a spokesperson for the Russian President - told reporters on November 9 that Russia would only recognize Biden as the new president-elect when the "official results" confirm it to be true.
"We believe the correct thing to do is wait," Peskov told reporters. "President Putin has on many occasions said he would respect any choice the American nation makes."
Back in 2014, Joe Biden recalled to The New Yorker a meeting he had with Putin at the Kremlin back in 2011.
During the meeting, Biden claimed that he said to Putin: "I don’t think you have a soul."
British Prime Minister Boris Johnson took to social media to share a statement congratulating Biden, 77, and Harris, 56, who has become the first black, female vice president.
The Prime Minister tweeted: "Congratulations to Joe Biden on his election as President of the United States and to Kamala Harris on her historic achievement.
"The US is our most important ally and I look forward to working closely together on our shared priorities, from climate change to trade and security."

Canadian Prime Minister Trudeau also congratulated both Biden and running mate Kamala Harris on their historic win.
"Our two countries are close friends, partners and allies," Trudeau tweeted.
"We share a relationship that's unique on the world stage. I'm really looking forward to working together and building on that with you both."

German Chancellor Angela Merkel's spokesperson tweeted the government's congratulations in German, tagging both Biden and Harris.

The pair were also congratulated by French President Emmanuel Macron, who tweeted in English and French: "We have a lot to do to meet the challenges of today. Let's act together!"

As of this writing, CNN projects that Joe Biden has received 310 electoral votes and a total of 79,787,710 public votes. Donald Trump has received 232 electoral votes with a total of 73,767,224 public votes.
Biden, 78, will now become the oldest president in the nation's history. The record was previously held by Donald Trump, who is currently 74.
In addition, Biden's running mate Kamala Harris is now projected to become the first Black, Asian, and female vice president in US history.

On Saturday (November 7), news outlets across the world officially projected* Joe Biden as the winner of the 2020 Presidential Election.
And despite millions of people across the US - including many former presidents - acknowledging Biden as the winner of the race to the White House, Donald Trump has continued to reject Biden's projected victory.
The incumbent president has been very vocal on Twitter denouncing the many projections that Biden has defeated him, and has even tweeted: "I WON THE ELECTION".
Trump has repeatedly stated - with no evidence - that voter fraud has assisted Biden's lead and that "bad things happened" in the counting rooms and that observers were not allowed to watch.
In another recent tweet, Trump declared: "Nobody wants to report that Pennsylvania and Michigan didn’t allow our Poll Watchers and/or Vote Observers to Watch or Observe. This is responsible for hundreds of thousands of votes that should not be allowed to count. Therefore, I easily win both states. Report the News!"
Many of Trump's tweets are now being flagged by Twitter and are attached with the warning: "This claim about election fraud is debated."
Now, as a press conference held in Wilmington, Delaware, on Tuesday, Biden provided his thoughts on Trump's refusal to concede.
One reporter asked the projected President-Elect: "Sir, what do you say to the Americans that are anxious over the fact that President Trump has yet to concede and what that might mean for the country?"

To which Biden responded: "I just think it’s an embarrassment, quite frankly.
"The only thing that - how can I say this tactfully - I think it will not help the President's legacy."
Biden added: "I think at the end of the day, it is all going to come to fruition on January 20th, and between now and then, I hope an expectation is that the American people do know and do understand that there has been a transition."
Speaking about those who voted for Trump, Biden said: "I understand the sense of loss, I get that.
"But I think that the majority of the people who voted for the president - a lot voted for him... a significantly small number, but a lot voted for him - I think they understand that we have to come together."
Per CNBC, Biden also told reporters at the conference that the Trump Administration's refusal to authorize the start of the official transition process "does not in any way change the dynamic of what we’re able to do."
"We have already started the transition; we are well underway," Biden said.
As of this writing, CNN reports that Biden has 279 electoral college votes and has received a recorded-breaking 77,558,792 public votes. Donald Trump trails on 72,349,982 votes.

Ukrainian President Volodymyr Zelensky said his country is "optimistic" about his country's relationship with the US under Biden and Harris' leadership.

However, it appears that the first world leader to congratulate the pair on their win was Irish Taoiseach Micheál Martin, who described the president-elect as a "true friend" to Ireland.

"I look forward to working with him in the years ahead," Martin said of the Biden, who has Irish heritage, per Global News. "I also look forward to welcoming him back home when the circumstances allow."
Officially confirming their projection for Biden, the Associated Press wrote: "Democrat Joe Biden defeated President Donald Trump to become the 46th president of the United States on Saturday [November 7]."

The AP added: "His victory came after more than three days of uncertainty as election officials sorted through a surge of mail-in votes that delayed the processing of some ballots. Biden crossed 270 Electoral College votes with a win in Pennsylvania."

The 2020 election saw both the Democratic and Republican candidates receive a record number of votes.
Per the Washington Post, reported that Biden had received a record 74,493,946 votes, breaking the record set by Barack Obama for most ever votes for a US presidential candidate.
Trump also received a record-breaking 70,342,988, marking a considerable increase from the votes he received in 2016.
Biden, 77, will be the oldest president in American history. The record was previously held by Donald Trump, who is 74.

Joe Biden, the projected winner of the 2020 election, has said that President Trump's refusal to concede to his victory is an "embarrassment".
Biden, a Democrat, said that he is now working to ensure a smooth transition of power from the Trump Administration.
But despite every major US network projecting that Trump, a Republican, lost the election, he tweeted that he will ultimately emerge victorious.

The American media projected the winner of the 2020 election, as it does every four years.
While the state-by-state results have not yet been certified and a number of vote counts continue, the ultimate outcome of the election will not be confirmed until the Electoral Collage meets on December 14.
As per the BBC, Biden was asked by a journalist on Tuesday what he thought of Trump's refusal to concede in the 2020 election.
"I just think it's an embarrassment, quite frankly," Biden said in Wilmington, Delaware.
"The only thing that, how can I say this tactfully, I think it will not help the president's legacy."
"At the end of the day, you know, it's all going to come to fruition on January 20," he added, referring to inauguration day.
As he prepares to assume office, the projected presidential winner has been taking calls with foreign leaders.
British Prime Minister Boris Johnson, Irish Taoiseach Micheál Martin, French President Emmanuel Macron and German Chancellor Angela Merkel were among those he spoke to on Tuesday, according to the BBC.
Biden said of the calls: "I'm letting them know that America is back. We're going to be back in the game."
However, while Biden and Vice President-elect Kamala Harris might be preparing to take over from the Trump administration, a little-known agency led by a Trump appointee is slowing down the handover.
Funding and access to federal departments for incoming administrations is handled by the General Services Administration, but it is currently refusing to accept Biden as the projected president-elect.
"We don't see anything slowing us down, quite frankly," Biden said.

Former US Presidents - including Barack Obama and Bill Clinton - have spoken out about Joe Biden being projected* by news outlets to become the 46th president of the United States.
Congratulating Biden and his running mate Kamala Harris, former president Barack Obama - who endorsed Biden on his campaign trail - said in a statement posted to Instagram: "I could not be prouder to congratulate our next President, Joe Biden, and our next First Lady, Jill Biden.
